Central MN Council on Aging (CMCOA) has been designated by the Minnesota Board on Aging (MBA), the State Unit on Aging to administer Older Americans Act funds in the Central Minnesota Planning and Service Area (PSA) comprising the counties of Benton, Cass, Chisago, Crow Wing, Isanti, Kanabec, Mille Lacs, Morrison, Pine, Sherburne, Stearns, Todd, Wadena and Wright. In partnership with public and private organizations, the CMCOA helps seniors age successfully by building community capacity, advocating for aging issues, maximizing service effectiveness and linking people with information.

Older Americans Act Title III-B Supportive Services funding includes Legal Assistance, Legal Education, Chore, Homemaker, Assisted Transportation, Health Promotion: Non-Evidenced-Based, Telephone Reassurance, and Friendly Visiting funding. The services are intended to help older adults remain independent in their own homes and communities. The eligibility of Title III-B Supportive Services is for an individual to be 60 years of age or older. Priority for services must be given to low-income older persons, including low-income minority older individuals, older individuals with limited English-speaking ability, and older individuals who live in rural areas.

Older Americans Act Title III Nutrition funding includes Title III-C1 Congregate dining funding and Title III-C2 Home-delivered meal funding. The Senior Nutrition Program provides meals in group settings and meals in people’s homes for older adults 60 years of age and older. Congregate dining provides an opportunity to enjoy a nutritious meal in a friendly atmosphere. Home-delivered meals are targeted for older adults who are at high nutrition risk and have two or more activities of daily living (ADLs) limitations; other targeting criteria include race, ethnicity, rural and/or poverty status.

Older Americans Act Title III-D Disease Prevention and Health Promotion Services funding provides funding for programs that meet the Administration for Community Living’s (ACL) evidenced-based definition or are an evidence-based program by any operating division of the U.S. Department of Health and Human Services (HHS) and is shown to be effective and appropriate for older adults. Evidence-based disease prevention and health promotion programs reduce the need for more costly medical interventions.

Older Americans Act Title III-E National Family Caregiver Support Program funding provides funding to support and help family and informal caregivers care for older adults in their homes for as long as possible. Examples of Title III-E National Family Caregiver Support Program Services are Caregiver Consultation, Caregiver Education and Training, Caregiver Respite In-Home, Caregiver Respite Out-of-home Day, and Caregiver Support Groups. Eligibility to receive Title III-E National Family Caregiver Support Program services are:
- Adult family members or other informal caregivers age 18 and older providing care to individuals 60 years of age and older.
- Adult family members or other informal caregivers age 18 and older providing care to individuals of any age with Alzheimer’s disease and related disorders.
- Older relatives (not parents) age 55 and older providing care to children under the age of 18.
- Older relatives, including parents, age 55 and older providing care to adults ages 18-59 with disabilities.
